        Tianjin Binhai New Area is the new economic growth polar in China following Shenzhen Special Economic Zone and Shanghai Pudong New Area. Located at east coast of Tianjin, it has an area of 2,270 km2 with a permanent population of 2.48 million. Its GRP reached RMB 720.5 billion in 2012. It is well known as a comprehensive reform pilot area established with the approval of the State Council and also an important window of China’s participation in economic globalization and integration of regional economy.

        The function goal of Binhai New Area is to develop itself into a window for opening up in north China, a high-level base for modern manufacturing and R&D transformation, an international shipping center in north China, a global logistics center, and a new livable eco-city. It is committed to becoming one of the most open, vigorous modern cities with the highest potential across China. 

        Binhai New Area is a cluster of the best development zones in China, the largest bonded area in north China. It homes various functional areas such as hi-tech areas, bonded port, future sci-tech city, export-oriented processing area, bonded logistics center and cross-border industrial parks. It has created investment environment meeting international conventions and attracted more than 120 World Top 500 like Samsung, Toyota and Volkswagen to invest in more than 280 projects. By the end of 2012, the area has attracted an accumulative amount of foreign investment of more than 60 billion US dollars.

        In recent years, 8 advantageous leading industries like aerospace, equipment manufacturing, E-information, biomedicine and new energies & materials have taken shape in the area. In 2012, its total industrial output value broke through RMB 1,440 billion. Modern manufacturing has emerged a major force driving the economic growth of the area. In the future, the area will establish an international, cluster-based, high-end modern eco-industry system according to the idea of “Advanced Technology; Cluster; Links” to promote its international competitiveness comprehensively.

        Binhai New Area strives to create an integrated environment for industrial development with unique characteristics and advantages. Focusing on the construction as a national innovative city, the new area gathers innovation resources and develops scientific and technological enterprises vigorously, with its innovation capability promoted continuously. Aiming at building itself into an international port city, the new area accelerates improvements in transportation system of the port and has improved the port functions and the port service environment. The new area takes the lead in exploring industry funds, equity investment and offshore finance to deepen financial reform and innovation continuously. In addition, the new area endeavors to improve people's livelihood and promote the urban function as a carrier. It is stepping up the construction of affordable housing and has built multilevel house security models such as public rental housing, order-type commercial housing and white/blue-collar apartments; the new area inputs several billions yuan each year to build high-standard schools, hospitals and cultural facilities and improve urban transport, city appearance and community environment, so as to facilitate the building of a beautiful Binhai New Area and livable eco-city.

        The coming 5-10 years is a strategic period of opportunity for Binhai to make brilliant achievements, as well as a golden development period for expediting the development and opening-up. By 2017, Binhai New Area’s GRP will exceed RMB 1,500 billion to achieve the goal of building a moderately prosperous society in all respects three years in advance. The national function positioning of Binhai New Area will be realized by 2020 in an overall manner.
